information and bundled provides.

Fix RHEL build
...
The RHEL rust macros do not currently support automatic license
detection. While work is underway to bring them in sync, librsvg2
needs to be buildable in the meantime.

Rebuild to see if this somehow fixes weird openQA failure
...
Installer images built with the most recent librsvg2 are failing
in testing, but we can't figure out why, and a scratch build of
-1 passed the same tests. We just want to see if the build env
of the -4 build was somehow the problem, so we're rebuilding.

Switch to packaged rust deps
...
All of the rust deps are now packaged in Fedora (with the exception of
the 'criterion' crate, but that one is only required for benchmarking
which we don't do during package builds) so we can stop using the
bundled ones.
