4523289c01 Avoid rebuilding stylesheets with sassc during the build 
This avoids sassc/libsassc build deps that we don't want to ship in
RHEL, and also makes sure that we use upstream-shipped stylesheets.

b2909fb1bf Add back incorrectly dropped patch in previous commit 
It turns out only part of it was upstreamed. Add the rest back to fix
the build with gcc 11 in rawhide.
