Toke Høiland-Jørgensen 86054c62e7 Update to xdp-tools v1.6.3 
Resolves: RHEL-151658

Upstream version bump, and enable ndisc6 from EPEL.

We already enabled this for RHEL9, but previously ndisc6 was not
available in EPEL for RHEL10. Now that it is, we can enable this for
RHEL10 as well (which will allow us to drop the patch that makes ndisc6
optional).

With this change, we can drop the patch to make ndisc6 optional in the
selftests.
