Resolves: RHEL-151658 Upstream version bump, and enable ndisc6 from EPEL. We already enabled this for RHEL9, but previously ndisc6 was not available in EPEL for RHEL10. Now that it is, we can enable this for RHEL10 as well (which will allow us to drop the patch that makes ndisc6 optional).
