A collection of basic system utilities

Zbigniew Jędrzejewski-Szmek a4d9e81291 Replace systemd dependencies with just ordering ... systemd-units has been merged into systemd a long time ago. But we don't really need this dependency at all. Let's just declare ordering, so that this package is installed after systemd if both are installed in the same transaction.
