SDL 1.2 runtime compatibility library using SDL 2.0

Neal Gompa db48fb6270 Conflict with all old SDL subpackages properly ... We want to make sure that CentOS Stream folks cannot put the system into a weird state between legacy SDL and sdl12-compat.
