9e69bf25eb Remove osci.brew-build.tier0.functional from gating.yaml 
from #help-osci:
no need to specify osci.brew-build.tier0.functional in gating.yaml - it
is redundant. If you have tests we run tier0 and if you don't, we don't.

bf8fc441c2 Fix samba 4.20 -> 4.21 upgrade for the removed python3-samba-devel 
Dependency problems with repos:

package python3-samba-devel-4.20.2-104.el10.aarch64 requires
libsamba-policy.cpython-312-aarch64-linux-gnu.so.0()(64bit), but none of
the providers can be installed
