gating: remove gating.yaml entirely 
Only `osci.brew-build.tier0.functional` was specified. By removing the
gating configuration the old 'dashboard gating' is bypassed entirely.

The default cases will still be run, including osci.tier0 and leapp.

tests/unit-tests: bump the test duration to 5h 
The test case started to timeout in the CI pipeline, while being at
~95% completion. Increase the timeout by 1 hour.

Test/unit-tests: don't enable tag repos in TF during prepare 
TF renamed their tag repos, which makes out unit tests prepare step
fail. Moreover, these repos are now enabled by default, so there's no
value in enabling them explicitly.

Test: allow erasing packages when installing build deps 
It became a common thing that the SUT has newer selinux-policy installed
than the version available in the configured repositories. osbuild has a
build dependency on selinux-policy-devel, which installation fails in
such case (there is no `*-devel` package with of the installed version
available in the configured repositories). None of the other workarounds
actually work consistently, so fall back to allowing DNF to downgrade
the installed selinux-policy on SUT.

9aa6acc476 Tests: Disable TOML write tests on c10s 
Recently tomli_w package has been removed from c10s and calling it in
python will fail. This commit excludes related tests from being
executed.

Tests: enable TF tag repository during the unit-tests plan 
This should solve https://issues.redhat.com/browse/TFT-2810 and make
sure that the packages that the tested RPM was built against, are
available on the VM for installation.
