755da0ee0f gating: disable the existing PassingTestCaseRule 
That job does not exist in RHEL 10, and the new testing job has not been
set up yet for gating (should still run).

5b8cac6556 Revert "insights-client-3.2.4" 
We are not pursuing a version bump for 9.4 for now due to upstream
issues and not a lot of time left to fix them; hence, reverting back to
3.2.2 for 9.4. So, this commit is kinda ..

24d36177c2 Require subscription-manager 
Since the BASIC authentication is deprecated, explicitly require
'subscription-manager' so the CERT authentication can be used (since
'auto_config' is enabled by default).
