f02231bb52 Do not manually specify vendor.conf path 
This path is now the upstream default location since:

https://gitlab.gnome.org/GNOME/gnome-initial-setup/-/merge_requests/85

so we don't need to specify it manually. Doing so has an undesirable
side effect: it disables the search path feature, so I cannot override
the configuration in /usr/share by creating an
/etc/gnome-initial-setup/vendor.conf as I would expect.

8684061e36 Fix the polkit rule for Fedora third party setup 
It turns out we need to match org.fedoraproject.thirdparty.run as the
fedora-third-party script is annotated that way.

988389a5d9 Drop gnome-tour dep here and move it to gnome-shell instead 
It's no longer gnome-initial-setup that launches gnome-tour in GNOME 40,
but gnome-shell instead.

e8d2323085 Update to 3.37.91.1 
... and also rebase honor-firstboot-disabled.patch to deal with
gis_ensure_stamp_files() now taking a GjsDriver parameter, and update it
to use g_autoptr().

I've also now submitted it upstream after talking to wjt:
