Vladis Dronov d3670a78f8 Update to xxhash 0.8.2 
Do not support building with "-march=x86-64-v3" yet,
as CentOS Stream 9 is built with "-march=x86-64-v2".
Drop patch 1-fix-man-page-installation.patch.
Use SPDX license identifiers.

Resolves: rhbz#2233884
