- Rebase to tzdata-2018c:
  - São Tomé and Príncipe changed from +00 to +01 on January 1, 2018
  - Brazil's DST will start on the first Sunday in November
  - Support for the new zic -t option.
  - Add back pacificnew file omitted in tzdata-2018a
