Rebase tzdata from 2026b to 2026c. Key upstream changes:
- Alberta moved to permanent -06 on 2026-06-18.
- Morocco moves to permanent +00 on 2026-09-20.

Version, tzdata_version, and tzcode_version updated from
2026b to 2026c, with new upstream sources.
