7e9f8c4374 Use plugin installation API from gstreamer1-plugins-base 1.5.0 
Now that gstreamer 1.5 is in F23, drop
0001-downstream-patch-Reduce-gstreamer-version-requiremen.patch and
require new gstreamer1-plugins-base instead.

libpeas loaders are now split out into individual subpackages.
