feat: add OSCI gating plan for subscription-manager (c9s) 
Add TMT plan for OSCI-triggered Testing Farm gating. Discovers tests
from rhsm-qe via fmf, uses double-clone pattern for prepare scripts,
and vault-based secrets via rhsm-qe .testing-farm.yaml.

c9s variant of MR !84 (c10s).

a4341d43c9 Prevent subscription-manager-initial-setup-addon being installed with initial-setup 
The addon has not be ported to the new Anaconda/Initial Setup addon API and will break
Initial Setup when both are installed at the same time.

So comment out the "Supplements: initial-setup-gui" until the situation is resolved.
