Richard W.M. Jones 41764961be Remove ExclusiveArch line
This line (which was conditional on RHEL) already covered all RHEL
architectures.  However as it was missing riscv64, it prevented this
package from being built on this new RHEL architecture.  It does build
successfully on riscv64, so remove the line (and conditional) entirely.
