08235295ea Avoid building pyverbs for fedora40 
The pyverbs package requires an update to support Cython3, until this
happen upstream, avoid building the package for Fedora 40 or newer.

12abba8bed Pin Cython < 3 until fixed upstream 
Cython 3 has broke compatibility with some code that previously built
successfully, in this case:

https://github.com/linux-rdma/rdma-core/pull/1054

%{_libdir}/ibacm/libibacmp.so is a plugin for librdmacm dlopen.
It is not for library linking.
