bbe80c50be fix build dependency on el6 
nose1.1 is needed for the attrib plugin

also only exclude nx_shp.py if packaging in separate sub package

e23a982be1 split to subpackages and support EL6 and EL7 
Split to core, geo and drawing subpackages,
as the latter two pull in many dependencies

For now we avoid python3 and these subpackages on RHEL
