27bee4b858 Make the package Red Hat Enterprise Linux friendly 
Red Hat Enterprise Linux doesn't provide as much packages as Fedora.
python-networkx is just a setools dependency in Red Hat Enterprise
Linux and needs only limited set of functionality covered by small set
of requirements.

- BuildRequires are limited to necessary minimum and pytest is skipped
  in Red Hat Enterprise Linux

- -doc subpackage is not built for Red Hat Enterprise Linux

f48b7301a4 New upstream version (bz 1600361). 
Also:
- Drop all patches.
- Drop the python2 subpackages (bz 1634570).
- Figure out the BuildRequires all over again (bz 1576805).
- Consolidate BuildRequires so I can tell what is actually on the list.
- Drop conditionals for RHEL < 8; this version can never appear there anyway.
- Consolidate back to a single package for the same reason.
- Temporarily disable tests due to multigraph bug in graphviz > 2.38.

ccde70d4a6 Update graphviz dependency 
There is a plan to package pygraphviz, which is a separate thing from
the python-graphviz which is part of graphviz. The python subpackages
of graphviz were renemaed back to graphviz-python[23].

Update the Requires to use an unambiguous tag that referes directly to
the module name for python2.

For python3, the dependency on the python2 module doesn't make sense.
Drop it.
