151eaa0411 Add an rpminspect config file 
We have disabled the debuginfo tests as we don't strip
the debug symbols from the package due to having disabled
the debuginfo package generation. This is due to modularity
issues and naming conflicts on the rpm level.

Resolves: rhbz#2213054
