cbfb7044fc install cmake config 
PROJ contains both autoconf and cmake build-system, but they only install the corresponding
library config. Add a hand-crafted cmake config so other cmake based projects can find PROJ.

d5abbcd506 Add Requires on datumgrids from main package. 
Based on upstream discussion, at least the main datumgrid package is not
optional, while the others can affect output.

f6a7d1a57e Make subpackage Requires arch-specific. 
At least -devel should be according to the guidelines, and I don't see
why the others shouldn't also.

d84a7eefc2 Cleanup outdated bits of the spec. 
* The -version-info fix is outdated and does nothing.
* Use libtool patch as specified in guidelines.
* Use %make_build and %make_install.
* Drop %ldconfig_scriptlets as this version will always be F30+.

c27585014a - enable EPSG dataset to be packed GRASS really needs it 
- no more license issue over epsg dataset, proj didnt altered EPSG dataset
    in any way, so its fully EPSG license compliant
- add support for tests during buildtime
- disable hardcoded r-path from libs
- fix shebag for nad scripts
