Clean up and run release tests
...
- Run release tests as well as standard test suite in %check
- Drop no-longer-needed buildreq perl(Filter::Util::Call)
- New buildreqs perl(Test::Perl::Critic), perl(Test::Pod), perl(Test::Spelling)
