Spec clean-up
...
- Use %{optflags}
- BR: perl(Exporter) and perl(Test::Pod)
- Make %files list more explicit
- Use DESTDIR rather than PERL_INSTALL_ROOT
- No need to remove empty directories from buildroot
- Don't use macros for commands
- Use tabs
