We need the following upstream bugfix:
- Version 1.2.1:
- _Bugfix_:
ETM4x / ETE - output of context elements to client can in some
circumstances be delayed until after subsequent atoms have been
processed leading to incorrect memory decode access via the client
callbacks. Fixed to flush context elements immediately they are
committed.

The test is a dummy stub, however, we first need to add something
that will let opencsd appear in RHEL-9, then we can start using it
in real situations, then we can add actual tests that use the lib.

Although we only need to change channels (ship opencsd-devel in CRB),
the erratum requires new NVR.
