Frantisek Sumsal 308dd903e4 Don't use GitLab links for plan import 
The import stuff is being evaluated way too early in the pipeline when
there's no GitLab token, so it fails. Let's fall back to an internal
dist-git URL to work around this.

Follow-up for 025b8050ce.
