Install and use systemd-tmpfiles.d mechanism

Add tmpfiles.d configuration to ensure /var/cache/logwatch directory
is created on boot, which is required for image-based/immutable systems
(rpm-ostree, Fedora Silverblue, RHEL for Edge).
