bf8f9ef23d Bump mesa-libGLES-devel and mesa-khr-devel obsoletes versions 
This makes sure we cover the mesa version in F31.

ef4f602bb8 Update to latest snapshot, remove upstreamed patches. 
Update release to packaging guidelines format.
Make sure that for Fedora 24 and RHEL the libraries are always private.

Merging in epel 6/7 to obsolete negativo17.org packages
