Fix the check-programs install line to work with older libtool

Seriously, libtool is awful.

Here's what happens when you try to fedpkg local the old thing on F27:

+ libtool --mode=install install -D -p -m 0755 -t /vol1/rpmbuild/BUILDROOT/libdrm-2.4.83-1.fc28.x86_64/usr/bin drmsl

libtool:   error: '.' must be an absolute directory name
error: Bad exit status from /var/tmp/rpm-tmp.mTAso1 (%install)
    Bad exit status from /var/tmp/rpm-tmp.mTAso1 (%install)

Do you see a . anywhere in that line? I sure don't. Do you want to read
libtool to figure out what it's doing wrong? Me neither. Whatever, the
old thing worked, just switch back (but preserve the -p etc).
