add 32-bit ARM opcodes.h to kernel-devel rpm

64-bit ARM opcodes.h references the 32-bit version:
    $ cat arch/arm64/include/asm/opcodes.h
    #include <../../arm/include/asm/opcodes.h>

Include the 32-bit ARM opcodes.h in kernel-devel so tools like SystemTap
can use it (see RHBZ 1291868).
