c222006b58 Remove conditional test enablement for RHEL 
Keep the two spec files in synch.  The tests were reenabled on RHEL as
they should now work properly.

fa74dbd3e9 Add "... AND LGPL-2.0-or-later" to license 
Apparently license minimization is not allowed, so we need to add all
licenses.  The upstream common/ submodule has some LGPL code.
