Command line tool for updating bootloader configs

Javier Martinez Canillas d72135ede9 Move old grubby and new-kernel-pkg to grubby-deprecated and default to BLS ... Now that Anaconda defaults to a BootLoaderSpec setup on installation, the the grubby package should also install the grubby BLS wrapper by default.
