Debarshi Ray 6c72c16801 Disable the Flickr plugin
... and clean up the conditionals a bit.

The Flickr integration has been disabled in GNOME Online Accounts and
GNOME Photos [1]. Hence there are no consumers of the Flickr plugin
and it can be disabled. As a nice side-effect, this will remove the
dependency on liboauth.
