Only open captive portal login in response to user action 
This also adds a `portal_helper` build option that supersedes

Use dedicated icon for captive portal 
The previously used "network-workgroup" icon is provided by the
default icon theme, but rpminspect isn't aware of this, and thus
warns about a missing icon.

The icon isn't great in this case anyway, so rather than tweaking
the rpminspect configuration, add a dedicated app icon for the
portal (created jimmac)

Fix auth regression in downstream patches 
The upstream code now expects the default service to be initialized
early, so postponing it after initializing the smartcard support
no longer works.

Adjust the downstream patches accordingly.

46403feaf0 Don't use window icons in overview 
Upstream removed support for window icons in mutter, so if we
want to add them back, we will need something more involved
than the RHEL 9 downstream patches.

Re-apply downstream patches 
Not all patches have been upstreamed, so re-apply the changes from
RHEL 9 that are still relevant.

Downstream branding will be different in RHEL 10, so it has been
left out for now and will be handled in a separate issue.

286a7be2ac Don't recommend WebKitGTK in RHEL 
Apparently even weak dependencies cause the package to get pulled in by
content resolver, so this needs to be made conditional.

6937b62ca2 Add missing Recommends: webkitgtk6.0%{?_isa} 
Previously this was required, but the Requires was missing. Now it's
optional, but we should still Recommends: it. If the package is not
available (e.g. in RHEL) then the Recommends is harmless.

For reasons, I do not understand, despite this package using
%%autorelease, doing a build fails with:

    FAILED: GenericError: Build already exists

This commit adds -b 2 to force a higher release number as a potential
workaround
