Jiri Kucera 80a5e2c190 Rebuild to correct the binary content 
RHEL 8 and CentOS 8 Stream binary RPMs differ in libgflags SONAME
due to improper handling of side-tag builds and ignoring epochs
in the previous version of the build system.
