High-performance and highly configurable free RADIUS server

Antonio Torres d9e143bb12 configure: allow building with runstatedir option ... In Fedora 38+, redhat-rpm-config adds --runstatedir=/run to %configure macro. Since this is not supported in current FreeRADIUS configure scripts, add the option placeholder so that we can continue building the package.
