3d62ceee02 Disable ATLAS and BLIS in RHEL builds 
Only the netlib and openblas backends are shipped in RHEL, so we can
avoid unused dependencies by not building the backends we don't ship.

85198f93fb Use pkg-config for getting blas and lapack directories 
This fixes the build when flexiblas prefix doesn't match blas/lapack
prefix, which can happen when building flatpak modules. In that case,
blas/lapack might be installed in /usr and flexiblas in /app.
