cc17ab0408 Revert "make python{2,3}-magic depend on file-libs, instead of file" 
This reverts commit 9e7a3e2ed3 because the
python{2,3}-magic noarch subpackages cannot depend on the arch-specific
file-libs package.

9e7a3e2ed3 make python{2,3}-magic depend on file-libs, instead of file 
The bindings use the libmagic library, not the file(1) executable.
