7dca9b0986 Split off pdbs into separate dbg packages 
This follows the recommendations at
https://learn.microsoft.com/en-us/dotnet/core/distribution-packaging

In particular, we create 3 new packages:

- dotnet-runtime-dbg-8.0
- aspnetcore-runtime-dbg-8.0
- dotnet-sdk-dbg-8.0

And all .pdb files are packaged into these.

e0cb209bff Don't modify apphost hardcoded path 
Instead, rely on the path being set through
/etc/dotnet/install_location. For more details, see
https://github.com/dotnet/designs/blob/main/accepted/2020/install-locations.md

55ce24fc53 Drop commented out tarball extraction code 
It's useless. This was for theoretical tarballs that have never been a
part of .NET. If we need to use them, we can easily add this back.

f65fbb1ce4 Address some review comments 
.NET 8 isn't being packaged for RHEL 7 at all, so lets drop all
conditionals related to that.

cf4a97a2ac Add a gating rule for other-archs too 
We want to gate on all architectures building and working fine. We can't
release .NET if it's broken on any architecture.

f78d53f5cc Don't build dotnet package on Fedora 
Fix the conditional - it was accidentally building dotnet package on
Fedora too. Make it clear that dotnet subpackage should not be built
with .NET 7 on Fedora or newer versions of RHEL.

891d51c0f1 Update internal libraries for RPM-provides or -requires 
These are internal libraries. Nothing should depend on them. They
shouldn't be made visible at RPM-level to avoid anyone accidentally
depending on them.
