fcf8d547ef Update to .NET SDK 8.0.107 and Runtime 8.0.7 
RHEL tools complain about including packages into RHEL 10 if the version
in RHEL 10 is older than the version in RHEL 9. So bump the .NET version
so we can include it into the compose.

7dca9b0986 Split off pdbs into separate dbg packages 
This follows the recommendations at
https://learn.microsoft.com/en-us/dotnet/core/distribution-packaging

In particular, we create 3 new packages:

- dotnet-runtime-dbg-8.0
- aspnetcore-runtime-dbg-8.0
- dotnet-sdk-dbg-8.0

And all .pdb files are packaged into these.

e0cb209bff Don't modify apphost hardcoded path 
Instead, rely on the path being set through
/etc/dotnet/install_location. For more details, see

55ce24fc53 Drop commented out tarball extraction code 
It's useless. This was for theoretical tarballs that have never been a
part of .NET. If we need to use them, we can easily add this back.

cf4a97a2ac Add a gating rule for other-archs too 
We want to gate on all architectures building and working fine. We can't
