So the encoding names SAPSHIFT_JISX0213 and SAPSJISX0213 used
in the converter offered by this packages are now
aliases of SAPSJIS and could still be used as before.
The locale ja_JP.SAPSJIS now works correctly **without** having
to reinstall glibc-all-langpacks, because the locale ja_JP.SAPSJIS
does not need to be added to the archive anymore.
