Colin Walters d56d894c3a Release 1.13.0 
- Update to bootc 1.13.0
- Pass CARGO_FEATURES explicitly to make install to prevent auto-detection
  rebuild in install environment (workaround for upstream Makefile issue)
- Package shell completions (bash, zsh, fish)
