Text based document generation

Todd Zullinger 142d8b499e Restore BUGS.txt and CHANGELOG.txt doc files ... With 8.6.8 these files were installed without the .txt suffix. That is no longer true in 8.6.10. Leave them in %_pkgdocdir. This leaves only INSTALL.txt to clean up.		2018-06-15 13:36:20 -04:00
