Restore BUGS.txt and CHANGELOG.txt doc files

With 8.6.8 these files were installed without the .txt suffix.  That is
no longer true in 8.6.10.  Leave them in %_pkgdocdir.  This leaves only
INSTALL.txt to clean up.
