Martin Cermak e3b7114eec CI gating: Rename the side-tag rebuild test 
Rename baseos-qe.brew-build.scratch-build.validation
to osci.brew-build.rebuild.validation because of
https://issues.redhat.com/browse/FACTORY-4119 .
