d283b6f1bb Change maximum CPU support for x86-64. 
Rawhide builds now use MAXSMP on x86.
For release builds, set x86-64 to support 64 CPUs.
If larger systems become widespread, we can increase in an update.

Flannel shirts, Grunge music, IOMega ZIP drives, PCMCIA & ISA SCSI
controllers. The 90s were _awesome_. But it's time to move on.
