ce0dd7efdf Change RPCBDIR to be /tmp since that will exist after a 
reboot and bindings wil be perserved during upgrades
but not reboots.

ab9778ed33 Use /var/run instead of /var/lib 
Changed RPCBDIR to be /var/run so bindings are perserved
during upgrades but not reboots.

cd28606363 - Added dependency on man-pages so the rpcinfo man pages don't conflict. 
- Added the creation of /var/lib/rpcinfo which will be used to store state
