Drop bypass_1691487 function and usage (bug seems fixed)

Fix base_reboot_unmount on graphical installs
...
On graphical flavors we are not at a console when this test runs.
We need to do root_console to get there, and also bypass_1691487
for ppc64le. Copied from base_selinux.
