Go back to documenting PRs via Phab for now

Moving to Pagure for PRs and issues will require figuring out
a way to migrate existing ones over, so let's just stick with
Phab for now.

Since openQA uses only one entrypoint for all tests (main.pm), we have decided to utilize this feature and make tests modular.
