Remove last vestiges of modularity stuff
This comes with a subtle behavioural change that we no longer pass --nogpgcheck for upgrade tests, but we didn't really *mean* to do that for anything but Rawhide, and it *shouldn't* be necessary for Rawhide now, so let's see if everything is fine without it.
