Update to xxhash 0.8.2

Browse Source 
Do not support building with "-march=x86-64-v3" yet,
as CentOS Stream 8 is built without "-march" at all.
Drop patch 1-fix-man-page-installation.patch.
Use SPDX license identifiers.

Resolves: rhbz#2233883
